Why does Samsung did not embrace Wi-Fi 5.0 GHz band?

 Wi-Fi is somehow so popular this days that I wouldn't be surprised if regular users already knew that 5 GHz band is way better than 2.4 GHz band. I´ll not dig deep in technical details here but if I were to make a comparison, I would compare the two bands as follow: 2.4 is like cross a city during the rush hour whilst 5.0 GHz would be cross the same city at dawn. Unfortunately Samsung ignores that.
 Well, some vendors allows users to choose between 2.4 and 5.0 GHz bands, some not. But, besides this, vendors should prefer 5.0 GHz. Just like Apple does . Apple start prioritize 5.0 GHz band as soon as devices gets at least -68 dBm RSSI according to this document: "https://support.apple.com/en-us/HT206207". In fact, Apple does even better than that and  I´ve seen debuts Smartphone vendors following the same idea, like ASUS for example.
  The thing is, I´ve been working in a large outdoor network with 20k simultaneous users average and growing up.  50% of Apple devices was already in 5.0 GHz band whilst Samsung was about 8% . As an outdoor network, we are under a very hostile environment in terms of interference. Access Point with 80% Channel Utilization in 2.4 GHz with just a few client is common. 5.0 GHz is a natural choice.
   One first approach I´ve tried was  switch as much client as possible to 5.0 GHz band for obvious reason. Unfortunately, I have basically only one shot to try influence those clients between bands using a technique called Band Steering (if anyone knows what else I can do, I would be more than happy to hear it)
 After the job done, we got about 70% Apple devices in 5.0 GHz but Samsung does not go beyond 15%. This is far away from the point we would like to be in terms of users band distribution. I can´t push it harder. This wouldn´t be that bad if Samsung didn´t represent 50% of all devices in the Network.
 The question I do is, why Samsung took so long to embrace what is the best for their clients ? Is it that expansive to deploy 5.0 GHz band in smartphone ? If so, why cheaper vendors like ASUS is able to deploy and, not only to deploy 5.0 GHz, but give users the possibility to choose between bands?
  I know some Samsung model have support for 5.0 GHz but does not allows to choose which band to connect, and worst, does not prefer 5.0 GHz band by it self. Interesting, I have found this web page "http://www.samsung.com/us/support/answer/ANS00026953/" where Samsung makes the following question: "What is the Difference Between 2.4 GHz and 5 GHz?"  And more surprisingly, they had an answer for that. And them, in the page´s button they ask: "Was this content helpful?"
 Well, would be much more helpful if they apply this in their devices and let their clients enjoy the better Wi-Fi using 5.0 GHz  band like other vendors does. Further more, making  Network Administration´s lives easier.
